The Framework covers the entire range of rules, standards, specifications and procedures which apply to all the stages of development and operation in IT, communications and eGovernment projects. The ministry deems such projects as particularly crucial for the modernisation of the State.

The specific aim of the Framework is to ensure the interoperability of information systems. Further overall objectives include cooperation amongst actors in developing integrated electronic transactions and services for citizens, businesses and other stakeholders, as well as the achievement of economies of scale for actors and the national economy as a whole.

The Framework is seen as necessary by the minister in order to simplify procedures, reduce administrative burden, eliminate a significant part of the existing bureaucracy, monitor effectively licenses and make communication between public bodies faster and more efficient.

The content of the Framework is to be finalised based on proposals, views, ideas and comments generated through participation. It will then be ratified by a Ministerial Decision. Certain comments will help in establishing a workable framework, thus accelerating the implementation of provisions as laid down by the Law on eGovernment.
