The stat:statMeasure property is very confusing since it designates actually an unit of measurement. A qb:MeasureProperty gives the value for each information. It is conformant with the SDMX definition of the measure. In parallel, QB defines an unit measure attribute which qualifies the interpretation of the observed value. It makes use of a predefined property sdmx-attribute:unitMeasure which corresponds in turn to the SDMX COG concept "UNIT_MEASURE". Then, it would be clearer to rename the statMeasure property as statUnitMeasure or similar, and create a statMeasure property which is equivalent to qb:measure.
