Cécile explanation:

In the context of grants, the grantor sets a list of criteria that the participant needs to fulfil in order to be eligible for being granted.

These criteria can be compared to exclusion and selection criteria that are assessed during the evaluation process.

Some of these criteria may be shared with the procurement context , but some may be specific to grant domain.

So this looks to me a pure cross domain reuse.
