I propose to add the modelling of parliaments and city councils to the set of use cases. This can be used to publish information as open data. But it also can be used for non-public information which is to be preserved in digital archives.

You mean elected memebrs, when they served, their consitituencies etc? Given our resolution not to include individual people and roles in the CPOV I think that would be out of scope - a topic for another core voc, perhaps. But did I understand you correctly?
I believe this is the same as this comment https://joinup.ec.europa.eu/asset/cpov/issue/definition-public-organisa… but raised here as a separate issue.
Yes, that comment and this issue are related. The comment intended to ensure that it is considered in the definition of the scope of the specification. And this issue is about use cases.
If it turns out to be out of scope then I would appreciate creating another core vocabulary for this purpose. (Who should be contacted?)
I would indeed keep the concept of elected members, mandates etc... out of scope of a core voc public organisations. It's something else entirely.
I heard rumors about the creation of a core 'roles and mandates' (I thought within ISA), but don't have any names. I'll try to listen around.
Concepts as the organisational 'nature' of eg. 'board of directors', or, 'town council' though could be included within the voc. In that case it's about defining an identity for that 'organic' organisation (as eg a subclass of the public organisation). Phil, to be discussed?
I agree that the inclusion of the members of the parliaments and/or of the city councils, as well as the political parties mentioned at https://joinup.ec.europa.eu/asset/cpov/issue/definition-public-organisat... are indeed out of the CPOV scope. Parliament and/or city councils could maybe be seen as a Public Organisation or be included as "organic" organisations as Thomas suggested, depending on the final definition of the "Public Organisation". It should definitely be rediscussed.
+1 @Thomas
Use case to be considered as part of a "Roles & Mandates" Core Vocabulary
It was resolved in the meeting of 2016-03-09 that this was out of scope. However, the meeting noted strong support for future work on Roles and Mandates.
