hasFormalFramework

It is proposed that a Change Event class can be linked to a cpsv:FormalFramework. This might be legislation or some other policy that triggers the Change Event. 

 

The CPSV mentions the hasFormalFramework property but it doesn't appear in the machine readable file itself. Looking at the OP's work, an alternative name for this property would be legalBasis.

The 'formal framework' constitutes the reason of existence of a public organisation. So yes, this is necessary. Further more, my interpretation shares the semantics of that defined in CPSV, so we should re-use this one.

So we have consensus on this. We'll link an event (whether Change Event or Foundation Event) to a Formal Framework as described in CPSV.
