More in general, I think this is about the ability to specify roles that are not supported in DCAT, Dublin Core or other popular vocabularies.

We have this issue for INSPIRE metadata, where we have 11 possible roles a responsible organisation can be associated with.

In work done for the alignment of INSPIRE metadata with DCAT-AP, the proposed solution includes the use of the PROV ontology.

The same holds for the statistical data as expressed in SDMX. There are also roles that are beyond those that are specified today in DCAT-AP.
