Cost - multiple instances of the cost for a public service

Description

A comment was raised that the "Cost" property can differ from the "Formal Organisation" responsible for providing the "Public Service" (Competent Authority). A "Public Service" delivered by different formal organisations can thus have multiple instantiations of the "Cost" property.

 

Proposed solution

"Cost" has been added as a class with the following properties:

  • Identifier: A formally-issued identifier for the Cost.
  • Value: A numeric value indicating the amount of the cost.
  • Currency: The currency in which the cost needs to be paid and the value of the cost is expressed. The possible values for this property are described in a controlled vocabulary.
  • Description: A free text description of the cost.

Having "Cost" as a separate class, allows to have multiple instantiations of it and makes it possible to link it to both "Business Event" and "Public Service".

Comment from Patricinio Nieto through the mailing list:

The "Has Cost" property should be removed from the "Business Event" class. It should apply only to "Public Service."

Proposed solution:

Keep it as an optional property of Business Event as this was requested by different members in the Working Group.
