A dataset without the distribution property will be difficult to obtain for re-use and the lack of theme/ category will reduce, if not nullify, the interoperability of the dataset. We therefore propose that these properties should be mandatory.

Consideration
In earlier discussions in the WG, dcat:distribution was moved from mandatory to recommended between draft 2 and draft 3, and a recent comment stated that "the cardinality of dcat:distribution (i.e., the property linking a dataset to its distribution(s)) is 0..n - which makes perfect sense: a dataset may not have a distribution or its distribution(s) may be unknown in a given catalogue".

Do not make this property mandatory, given that a case has been made for Datasets that don't have Distributions,
