Catalog: dct:issued and dct:modified

To increase interoperability between DCAT-AP and the Spanish Technical Interoperability Standard for the Reuse of Information Resources (NTI), it is proposed to make dct:issued and dct:modified mandatory for Catalog.

Apologies for reopening this issue, but can one explain the rationale behind dct:issued as a mandatory property? 

I agree that it's important to know when the catalog was last modified, especially if a data broker/aggregator is in place, but I do not understand why the release date of the catalog is equally important. I would suggest moving release date (dct:issued) from mandatory to recommended or optional.

Consideration    

Release date for Catalog is already recommended which seems to satisfy the proposal.
