would in the FOSS context IMO require an additional explanation at
least, since it's part of the definition of FOSS that the software can
be used anywhere.

proposed resolution: "spatial characteristics of the software - if any."
For example, the following eID IDP solution only is relevant for Belgian residents: BE eID IDP Integration for Drupal: http://joinup.ec.europa.eu/software/beid-idp-drupal/description , as other users will not have a Belgian eID card. So it can only be meaningfully used by end-users who are resident in Belgium.
How about "specific geographic relevance of the software - if any" ?
this definition was added in v0.3
