in order to allow support for new signature cards without having to rebuild the system, a generic (file-based) signature card configuration should be introduced
(security threat if configuration not included in applet signature?)

configfile-based signature card handling seems not feasable, alternatives have to be identified. Separate card-support and applet jars? Provide a applet.jar update mechanism (see [#442] Applet update mechanism)?
