The Core Public Service Vocabulary Application Profile is a data model that has been developed in the context of a Working Group for describing public services.
The main focus of the CPSV-AP version 1.00 was the description of public services and business events on the Points of Single Contact which each Member State had to implement in the context of the Services Directive (2006/123/EC).

Recommendation 4 | Openness
The CPSV-AP data model is based on open specifications. Hence, by reusing it, public administrations will in turn be giving preference to open specifications.

Recommendation 5 | Transparency
Reusing the CPSV-AP will help public administrations to put together interoperable and machine-readable Catalogues of Public Services, hence giving internal visibility to its resources as well as providing an external interface.

Recommendation 6 | Reusability
Using CPSV-AP to put descrive a Catalogue of Public Services contributes to its reuse. Additionally, under the action reusable software solutions for the creation, management and exchange of public service catalogues are developed.

CPSV-AP, being a data model, does not impose the use of any particular software, hence ensuring technological neutrality.

The creation of CPSV-AP was made possible thanks to the continous collaboration of over 16 Member States across Europe. Hence, public administrations play an active role in the design and implementation of this solution.

The creation of a Catalogue of Public Services by public administrations helps to ensure the implementation of once-only principle, by gathering all services in one place.

The use of CPSV-AP to describe Catalogues of Public Services helps to avoid fragmentation and duplication of data related to public services and in turn helps to ensure appropriate management of metadata, master data and reference data.
