OK. So can we start from this first post to attempt to aggregate a few communities by reflecting on this domain's design (and others that share the europa.eu domain) .
We have two other europa.eu community domains that (from my perspective) are encompassed by the idea of interoperability. (if you know of any other please add to this list)
If you are in the (internal) K4P community, one of the first things you'll be trying to do during a (F2F or web) conference is to find the scientist, rather than the science. So your idea of issuing a report to outsiders of this community is one of the problems interoperability faces. i.e. Petro; "I'd like to share what we scientists, on in the inside, have learnt that explains why this domain is designed the way it is. Unfortunately, your EU log in credentials don't allow you to get involved with the co-design."
Petro, I hope you don't mind me pointing out this Catch 22. Hopefully, there are some in this community who will see that I'm focussing on the inter-network engineering/architecture rather than the legislation required for more open interoperability between networks. Let me point at this recording of a conference of public network (National Research & Education Network) engineers so peers might recognise their peers. The main presentation is about digital wallets/identity at around 58:44.
