Bulgaria’s open source portal ‘under construction’

Bulgaria’s State e-Government Agency (SEGA) has started to build its national open source software repository in which it intends to share all software written for and by public services. In the meantime SEGA is sharing the first 14 projects on GitHub, which will later act as a software mirror.

Bulgaria in 2016 made it mandatory for all future government software development projects to use a code revision and code management system. “The law, announced in 2015, came into force on 1 July 2016 and additional rules and ordinances came into force on 1 March this year, completing the legal context,” said Tsvetanka Kirilova, state expert at SEGA, speaking at the Paris Open Source Summit earlier this month.

SEGA (Държавната агенция „Електронно управление“ ДАЕУ) began drafting the repository’s requirements in January, she explained. “We hope that, one year from now, the platform will have been deployed, including the first software solutions.” Until that day, Bulgaria’s public services are to use SEGA’s GitHub repository.

One of the first 14 projects shared on this site is Aiskao (‘Automated Information System for Complex Administrative Services’), a 2013 project to help automate information requests. The software “significantly reduces the amount of time and costs involved in provisioning information”, the agency says. SEGA’s GitHub repository also details the requirements for the integration, security and quality of eGovernment systems.
