OSOR has published an update to the Lithuania Country Intelligence report, highlighting recent trends and developments in the use of open source software (OSS) in the country. You can find the report here and the factsheet here.

The promotion, use, and development of open source software in the Lithuanian public sector has become more developed since 2020, reflecting the country’s efforts to digitalise its public sector and a shift towards the EU principle of openness, especially regarding open access, open science and open data. Although there is no single centralised government entity responsible for policymaking in open source software, the Ministry of the Economy and Innovation (MEI), its State Digital Solutions Agency and other public sector organisations are responsible for Lithuania’s digital transformation. Moreover, there appears to be no single institution outside the public sector that supports open source software. The country's institutions primarily focus on open data and science, open access practices, digital innovation, and empowering key players in these areas, such as the State Data Agency, State Digital Solutions Agency, Innovation Agency Lithuania and others.

While there is no single governing body dedicated to open source software policymaking, the combined efforts of the MEI, the State Digital Solutions Agency, and other public institutions demonstrate a growing recognition of the value of open technologies. The introduction of new methodologies, the emphasis on open data, and the presence of government-backed repositories all signal a shift towards greater transparency, collaboration and digital sovereignty. As Lithuania continues to align with the EU’s openness principles, its evolving policies and digital initiatives have the potential to lay a strong foundation for the adoption of open source in the public sector.
