A Russian developer of open source software, Stanislav Panasik, has translated the OSOR's Guideline for Public administrations on Procurement and Open Source Software. He published the document on Habrahabr, a popular community of IT bloggers.

"I decided to translate it into Russian, to show public administrators who think nothing of spending a million on software licences, that there are alternatives", comments Panasik. He does not know if any government representative has seen his translation, but notices references on blogs read by government workers.

The software developer says that the Guideline's specifications are the key reason for his translation. "In Russia, procurement of software should also be rewarding the use of open standards and be based on technical and functional requirements, not specific brands or products."
