Commission enhances European Administrative Space

Published on: 04/12/2023 News

On October 25 the Commission adopted the Communication on Enhancing the European Administrative Space (ComPAct). For the first time, with the ComPAct, the Commission puts forward a strategic set of actions to support the public administrations in the Member States to become more resilient, innovative and skilled, and to strengthen the administrative cooperation between them.

The ComPAct will help public administrations in the Member States deliver on EU policies and priorities, from the EU Skills Agenda and the related European Year of Skills, the targets of the Digital Decade to have 100% of key public services accessible online by 2030, to shaping the conditions for the economies and societies to deliver on the ambitious 2030 climate and energy targets.

The ComPAct comprises 25 actions structured around 3 pillars:

Pillar 1. The Public Administration Skills Agenda

Foster administrative cooperation between public administrations at all levels to help develop their workforces for current and future challenges.

Pillar 2. Capacity for Europe’s Digital Decade

Strengthen the capacity of public administrations for their digital transformation.

Pillar 3. Capacity to lead the green transition

Strengthen the capacity of public administrations to lead the green transition and build resilience.

The actions under each of these pillars will be launched by the Commission as of Q4 2023 and will be implemented gradually, primarily through the Technical Support Instrument (TSI) and other EU funding mechanisms.

The ComPAct, an initiative at EU level, will boost the impact of the experience already gained through EU programmes by creating stronger synergies between knowledge, funding and support. It will offer new and enhanced opportunities for administrations at all levels to cooperate and learn from each other, and to develop joint future-proofed solutions to common challenges.
