CESAR stands for Community of European Semantic Asset Repositories (CESAR) and has the overall objective to share experiences with setting up and maintaining semantic asset repositories. In this context, the ISA Programme of the European Commission organised the first CESAR workshop on March 7 2012 in Brussels.
The Workshop was a unique opportunity for eGovernment policy makers and e-Government professionals to share good practices on policies, processes, and infrastructures for metadata management and to discuss and build common grounds for the future federation of semantic assets repositories. Approximately 50 people from all over Europe attended the workshop. There were a total of 13 presentations, presented by 15 people.

Presentations

Vassilios Peristeras (ISA) - Introduction: Strategic directions set out by the ISA Programme
Vassilios Peristeras, the Project Officer of Action 1.1 of the ISA programme gave an introductory presentation on the strategic directions set out by the ISA Programme, as introduced in the position paper entitled Towards Open Government Metadata.
Also, Mr Peristeras announced good news. The ADMS specification and the specifications of Core Business, Core Person and Core Location will be adopted by the W3C Government Linked Data (GLD) Working Group and are therefore on track to become official W3C Recommendations or Notes.

Joao Frade & Stijn Goedertier (PwC Belgium) - Presentation of ADMS and the federation
Stijn Goedertier presented the approach, results and conclusion of a survey on Metadata Management that was conducted in order to identify the current policies, processes, and infrastructures for Metadata Management in Europe. João Frade gave on overview of the work initiated by the ISA programme in the ADMS Working Group and the federation of semantic asset repositories.

Adam Arndt - Danish repository (Digitalisér.dk)
Adam Arndt presented Digitalisér.dk, the platform to support digitalisation in Denmark. Digitalisér.dk has successfully built a collaborative platform with more than 5000 users and storing more than 17K XML-schemas. Adam also outlined Digitalisér.dk’s aspirations to join the ADMS-enabled federation.
Dr. Andreas Gehlert - German repository (XRepository)
Dr. Andreas Gehlert presented XRepository, the central repository and distribution platform for semantic standardization. The repository focuses on supporting standardisation of semantic assets by providing a formalised quality assurance process.

Anne Kauhanen-Simainen - Finnish repository (yhteentoimivuus.fi)
Anne Kauhanen-Simanainen presented Yhteentoimivuus.fi the Finish interoperability platform. She focused on the main characteristics of Yhteentoimivuus.fi including its objectives, target groups, main features, processes and information architecture. Yhteentoimivuus.fi was launched in October 2011 as a consequence of the finish “Interoperability Act” and has quickly grown in number of users and volume of content produced. The platform re-uses the former SEMIC.EU open source platform.

Priit Parmakson - Estonian repository (RIHA)
Priit Parmakson presented RIHA, the Estonian Metadata Repository. RIHA is a complete and up-to-date source of metadata of Estonian public sector information systems. The Estonian Public Information Act makes the production and sharing of metadata a legal requirement for Public Information Systems. RIHA serves as the national registry of systems, components, services, data models, semantic assets, etc. Priit also revealed the intentions of RIHA to join the federation of semantic asset repositories.
Willem Van Gemert (Publications Office of the EU) - The CELLAR project of the Publications Office
Willem Van Gemert presented CELLAR, the ongoing project of the EU Publications Office to move towards a central architecture, by harmonising its infrastructure for storing document metadata and digital content. Willem also unveiled the future plans of the EU Publications Office to release its Authority Tables to the General Public. ADMS will be used to describe the Authority Table’s metadata and exchange it with the ADMS-enabled federation on Joinup.
Dimitrios Alexandrou (UBITECH) - UBITECH and the International Commission on Civil Status (ICCS)
Dimitrios Alexandrou from UBITECH presented his work for the International Commission on Civil Status (ICCS). The ICCS currently has 16 schemas of legal standards on civil status that can potentially be used in every e-Government service which requires civil status documents. These assets will be available through Joinup as ICCS plans to take part in the first wave of the federation.
Douglas Hill - GS1
Douglas Hill presented eDox, the metadata management platform of GS1 in Europe. The presentation shows how the ADMS-enabled federation will support GS1 in Europe to share and increase the visibility of their assets.
The GS1 in Europe eDox repository contains around 400 assets including syntax solutions for eBusiness messaging and product classification systems (in various languages). All these assets will be described using ADMS and accessible through Joinup.

Sebastian Sklarss (]init[) - Decribing the XRepository assets and the SEMIC assets with ADMS
Sebastian Sklarss, from ]init[, presented his experience in describing semantic assets stored in XRepository using ADMS. The presentation details the metadata model mapping exercise, the challenges of mapping the XRepository semantic assets to ADMS v0.8 and the next steps on implementing ADMS v1.0 in XRepository.
Phil Archer (W3C) - Describing W3C specifications with ADMS
Phil Archer from W3C presented the current work on describing W3C specifications using ADMS. According to Phil, W3C has been publishing metadata of W3C standards since 1999. Phil also announced that the W3C Government Linked Data (GLD) Working Group will adopt ADMS and the Core Person, Core Business and Core Location Vocabulary developed under the Action 1.1 of the ISA Programme. This means that by 2013, these specifications will either be published as official Notes or Recommendations by W3C.
Pim van der Eijk (OASIS) - Mapping OASIS content metadata to ADMS
Pim van der Eijk introduced the work of OASIS as a standardisation organisation and explained that OASIS is currently working on an internal project: the OASIS Metadata Project. In this context, OASIS has participated in the ADMS Working Group from the very beginning. Pim highlighted the importance of early involvement of standardisation body’s representatives in such initiatives and explained the reasons why OASIS will not join the first wave of the ADMS-enabled federation.
Andy Waters & Jonathan Semple - Listpoint - The Code List Management Service
David Mitton presented Listpoint, a platform that supports creating, sharing, and publishing code lists. Jonathan Semple explained how Listpoint will export its metadata descriptions in ADMS format and made the case for including context metadata in the ADMS specification.
