Description:

This is version 1.2.0 of the Organisational Interoperability Maturity Assessment of a Public Service (OIMAPS) survey. This version of the OIMAPS Survey has been released on 30 November 2022 on Joinup.

It is a user-friendly online questionnaire, designed as a self-assessment tool to assist public service owners to evaluate key organisational interoperability aspects of their digital public service.

The current version of OIMAPS (OIMAPS v1.2.0) is available at the EU survey portal.

OIMAPS implements the following EIF recommendations as explained below:

  • Recommendation 1 | Subsidiarity and proportionality

    OIMAPS is a self-assessment tool, designed for public service owners to evaluate key organizational behavioural interoperability aspects of their digital public service.

  • Recommendation 5 | Transparency

    Question D5 of the Service Delivery section of the OIMAPS questionnaire assesses to which extend digital public services are proactive in delivering data, information and knowledge. Question D8 of the Service Delivery section of the OIMAPS questionnaire assesses to which extend digital public services provide to its end users the means to monitor the status of an application (e.g., to issue a certificate). Furthermore, question D9. A of the Service Delivery section of the OIMAPS questionnaire assesses the digital capabilities to capture end-user feedback on its quality in delivering data, information, and knowledge.

  • Recommendation 6 | Reusability

    Question C2 of the Service Consumption section of the OIMAPS questionnaire assesses to which extent digital public services follow a unified service consumption mode to consume data, information and knowledge from other services.

  • Recommendation 10 | User centricity

    Question D7 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services provide a common user experience to deliver data, information and knowledge to its end users. Furthermore, question D10 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services provide means to support the end users with regards to the delivery of data, information and knowledge.

    Question D3 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services are flexible to introduce changes in the delivery mode of data, information and knowledge. It examines the level of flexibility for introducing changes in the delivery mode of data, information and knowledge. Question D7 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services provide a common user experience to deliver data, information and knowledge to its end users. Furthermore, question D10 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services provide means to support the end users with regards to the delivery of data, information and knowledge. Question C4 of the Service Consumption section of the OIMAPS questionnaire assesses to which extent digital public services are compliant with the once-only principle for the data, information and knowledge it consumes. Question C5 of the Service Consumption section of the OIMAPS questionnaire assesses to which extent digital public services are flexible to introduce changes in the consumption of data, information and knowledge.

  • Recommendation 29 | Organisational interoperability

    OIMAPS assesses the behavioural aspects of a digital public service, from the organisational interoperability viewpoint. Question D1 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services are formalised by organisational interoperability agreements that enable data, information and knowledge delivery. Question D3 of the Service Delivery section of the OIMAPS questionnaire assesses to which extent digital public services are flexible to introduce changes in the delivery mode of data, information and knowledge. Furthermore, question C1 of the Service Consumption section of the OIMAPS questionnaire assesses to which extent digital public services are formalised by organisational interoperability agreements that enable data, information and knowledge consumption.

  • Recommendation 44 | Catalogues

    Question D4 of the Service Delivery section of the OIMAPS questionnaire assesses the organisational behavioural interoperability capabilities that enable and facilitate the service to deliver data information and knowledge towards its end users, by making the service discoverable by its end users via organisational means (service catalogues, etc.). Question C3 of the Service Consumption section of the OIMAPS questionnaire assesses to which extent digital public services are able to discover the services to consume data, information and knowledge (service catalogues, etc.).
