Once the use of the DT has been set out to responding to societal needs, it is important to prepare public administrators for the adoption, to make it easier for them to assist citizens, businesses, and organisations in dealing with it, as well as to use it if the application tends to be internal. The application of a DT in PAs entails internal transformations, which exacerbates the need for public administrators to understand how to perform activities and respond to doubts and difficulties coming from citizens using public services.
Therefore, capacity-building is the 9th step for the responsible use of DTs in PAs. Its activities are essential to keep public administrators up to date regarding the evolution of public service delivery. Training shall be provided internally and backed-up by external experts for the successful implementation of DT in PAs.
Capacity building should be implemented based on the development of a training curriculum containing the basics about the chosen technology, its potential to enhance public administrations and public service delivery. Learning formats may include workshops, online courses, webinars, and self-paced modules.
