New Partners and the Next Wave of GovTech4All Pilots

GovTech4All is proud to announce that this pan-European community and ecosystem is growing. The Consortium is now composed of 32 leading GovTech organisations from 20 countries united under the GovTech4all Framework Partnership Agreement (FPA), with a mission is to revolutionise public sector technology, foster innovation, and establish a GovTech single market and ecosystem across Europe. As the project moves from the foundational work of the first Specific Grant Agreement (SGA1) into the ambitious scaling phase of the second Specific Grant Agreement (SGA2), the project is welcoming new partners and building on this proven collaborative model.

Accession Process

GovTech4All’s accession process is designed to be both inclusive and continuously open. The consortium actively leverages its established communication channels—including the GovTech4All Interoperable Europe Portal page—to reach out to potential new partners. Existing partners act as “antennae,” identifying and inviting national digital agencies, and other world class GovTech organisation, to join this Consortium. 

Once a prospective partner expresses interest, they participate in an introductory meeting where the project and benefits of membership are presented. The interested organisation then submits a formal Letter of Intent. Admission is then determined through a structured vote guided by the following criteria:

  • Two-thirds Quorum Requirement: A valid vote requires that at least two-thirds of the consortium’s member countries are present or represented.
  • Two-thirds Majority Vote: Decisions to admit new partners require a two-thirds majority of the votes cast.

Once these conditions are met, the new partner undergoes the formal legal accession process and they officially become members of the GovTech4All Consortium.

Partner Contributions to the Project

The expanding Consortium is comprised of organisations whose unique expertise and proven track records underpin GovTech4All’s mission. Below is a closer look at these new partners and how they will contribute to the next phase:

  • Centre de Telecommunicacions i Tecnologies de la Informació (CTTI) (Catalonia, Spain): CTTI, a public company of the Generalitat de Catalunya established in 1993, is a cornerstone of digital transformation in Catalonia. With a strong background in designing, coordinating, and deploying innovation projects, CTTI has already demonstrated its leadership in SGA1 by hosting a successful design contest for municipal building energy efficiency. In SGA2, they will scale innovative solutions by empowering startups and forging strategic partnerships with traditional technology providers—leveraging deep institutional expertise to enhance public services across the region.
  • Digitality (Poland): Digitality is blends extensive governmental experience with advanced technical know-how. Staffed by former ministers and senior officials, Digitality understands the complexities of public sector transformation. In SGA2, they will collaborate with the Ministries of Digital Transformation in North Macedonia and Ukraine to develop a “Super App” that consolidates government services and integrates digital IDs in line with EU standards in North Macedonia.
  • Fjársýsla ríkisins (Financial Management Authority, FMA) (Iceland): Fjársýsla ríkisins is a longstanding institution with extensive expertise in central public procurement and financial management. Its agile approach and successful history of integrating digital solutions position it as the ideal player in piloting innovative procurement processes. In SGA2, FMA will lead the Simple Intelligent Procurement pilot which involves implementing AI-driven automation to reduce costs, simplify procedures, and nurture innovative digital solutions.
  • FPS BOSA (Belgium): FPS BOSA was established to modernise Belgium’s federal administration and drive digital innovation in public services. While FPS BOSA will not actively participate in SGA2, its extensive experience in policy implementation and service redesign has been instrumental during the formulation process for SGA2.
  • GovTech Programme, Serbia: Operating under the Office of the Prime Minister, Serbia’s GovTech Programme has significantly contributed to shaping digital transformation strategies. Although it will not actively participate in SGA2, its involvement in the formulation process for the SGA2 has been invaluable in providing strategic insights.
  • Hellenic Ministry of Digital Governance (Greece): Established in 2019, the Hellenic Ministry of Digital Governance is tasked with modernising Greece’s digital infrastructure and public services. Emphasising inclusivity and cutting-edge technology, the Ministry will lead key the Improved Accessibility Assistant pilot and participate in the Citizen-Centric Rules as Code pilot in SGA2. Their robust project management and procurement expertise will ensure that new digital services are both innovative and user-centric.
  • Malta Digital Innovation Authority (MDIA) (Malta): Currently in the formalisation phase, MDIA is set to play a significant role in bridging the public and private sectors in the forthcoming SGA. With its focus on regulating and fostering digital innovation as well as supporting the startup ecosystem in Malta, MDIA will participate in the GovTech AI Sandbox Pilot in SGA2. The pilot implement will test an innovative procurement methodology, the sandbox, to support the integration of cutting-edge digital solutions into public services. Its focus on private sector digital transformation, which complements MITA’s focus on the public sector, makes MDIA an ideal partner to contribute to this pilot.
  • Malta Information and Technology Agency (MITA) (Malta): Originally established as the Management Systems Unit in 1990, MITA is now the driving force behind Malta’s public sector digital transformation. Known for managing large-scale ICT innovation programmes, MITA has built a reputation for enhancing public service delivery through innovation. In SGA2, MITA will refine digital procurement processes and integrate advanced technological solutions, ensuring public services are efficient, secure, and responsive to citizens’ needs.
  • Ministry of Digital Transformation of North Macedonia: As the spearhead of North Macedonia’s digital transformation, the Ministry is committed to modernising public services and boosting digital literacy. In SGA2, the Ministry will lead the development of a “Super App” that consolidates e-services, enhances transparency, and streamlines government-citizen interactions—drawing on best practices from successful models, namely Ukraine’s Diia.
  • Norwegian Agency for Public and Financial Management (DFØ) (Norway): DFØ plays a central role in ensuring sound financial management and streamlined procurement in Norway’s public sector. With extensive expertise in establishing public service platforms, DFØ is poised to lead the development of a Public Services Market Place in SGA2. This innovative platform will simplify procurement processes, enhance interoperability, and promote competition—contributing to more efficient and trustworthy public service delivery.
  • Las Rozas Innova (Spain): Las Rozas Innova, the public innovation company of the Ayuntamiento de Las Rozas, connects the city’s technology and innovation ecosystem. Founded in 2020, the organisation excels in promoting local entrepreneurship and digital transformation. In SGA2, Las Rozas Innova will empower municipalities by scaling innovative digital solutions and fostering collaborative partnerships—enhancing local public services and driving the broader smart city agenda.

Looking Ahead

Each partner’s distinctive expertise and proven track record underpin GovTech4All’s mission to revolutionise public sector technology and build a dynamic, cohesive digital ecosystem and single market across Europe. As the project transitions into SGA2, it will not only scale technologies and innovation procurement methods developed in SGA1 but also deepening its commitment to innovation, transparency, and inclusive digital transformation.

The GovTech4All project remains permanently open for national agencies in charge of digital transformation as well as other world class GovTech organisation. Together, we are creating a future where public services are more efficient, accessible, and citizen-centric.
