GovTech Connect Boot Camps – Learning Kit for Startups

Published on: 07/07/2025 Document

Disclaimer: This presentation is derived from the internal deliverables and activities of the DG CONNECT GovTech Connect project “Fostering digitisation of public sector and green transition in Europe through the use of an innovative European GovTech platform”.

This Learning Kit is a practical resource designed to equip startups with the key tools, frameworks, and strategies explored during the GovTech Connect Boot Camps. It translates the training content into actionable insights to support startups on their journey to working with public sector stakeholders across Europe.

Organised around real startup needs — from pitching and public procurement to funding and stakeholder engagement — each section starts with an “I want to...” statement and guides users through concrete approaches, examples, and best practices.

The Kit covers:

  • How to pitch effectively to public sector buyers
  • How to develop a GovTech-ready business model and pricing strategy
  • Where and how to access public and private funding
  • How to build trust through communication and co-design
  • How to organise and run effective focus groups for product development

Looking to explore the broader context and strategic insights behind this Learning Kit?
Dive into the full GovTech Connect – Insights and Lessons Learned from Boot Camps report, which documents the two-year journey of the GovTech Connect initiative across Europe. The report outlines the structure, regional focus, and impact of four Boot Camps delivered between 2023 and 2024. It offers an in-depth analysis of programme methodologies, startup engagement strategies, thematic challenges, and practical recommendations for building GovTech ecosystems. Ideal for innovators, policymakers, and ecosystem builders, the report complements this Learning Kit by providing the strategic foundations and lessons learned that shaped the training experience.
