1. Definition
MoReq2 (Model Requirements for the Management of Electronic Documents and Records) is a set of detailed technical requirements for Electronic Records Management (ERM). It gives functional requirements to implement records management functions in an electronic system, or to evaluate such a system. The main objective is to describe how to create specific software for ERM. MoReq2 also provides a certification scheme to certify a module or software against MoReq2 requirements.

3. Owner
MoReq2 was developed by Serco Consulting supported by an Editorial Board of experts drawn from several countries, and numerous volunteer reviewers from both the private and public sectors. It was managed and supervised by the General Secretary of the European Commission in close collaboration with the DLM Forum (Document Lifecycle Management Forum), with the funding of IDABC’s program of the European Union for the European Commission (the predecessor of today's ISA programme, http://ec.europa.eu/idabc/en/document/7841.html).

The main audience consists of developers of Electronic Records Management modules or software.
However, organisations or even end users looking for ERM solutions could benefit from MoReq2 requirements, as they may help to develop Requests for Proposals / Requests for Information and Proofs of Concept.
5. Long description
MoReq2 focuses on the management of electronic records and can be seen as an operational approach of ISO 15489 (Information and documentation -- Records management). MoReq2 mostly describes application software that is expressly designed to manage records. It includes some preservation features, as physical environment control, monitoring of error rate, comparison of copies. It also introduces some tools that are useful in an ERMS: classification scheme, access control, capture of the records, searching and presentation of records, and administrative functions.
MoReq2 was published in 2008.
The need for comprehensive requirements specifications for electronic records management was first articulated by the DLM-Forum in 1996 as one of its ten action points. Subsequently, the European Commission’s IDA (Interchange of Data between Administrations) programme commissioned the development of a model specification for electronic records management systems (ERMSs). The result, MoReq, the Model Requirements for the management of electronic records, was published in 2001. MoReq was widely used throughout the European Union and beyond. However, there was no maintenance programme for MoReq; and there was no instrument to test software compliance against the MoReq specification. Demand for both updates to MoReq and a compliance testing scheme grew. The DLM Forum entered into discussions with the European Commission. This culminated in the Commission’s Secretariat-General (Directorate B e-Domec and archives) launching an open competition for the development of this document, MoReq2, in 2006. Development was carried out during 2007 by a small team of specialist consultants from Serco Consulting (formerly Cornwell Management Consultants plc), supported by an Editorial Board of experts drawn from several countries, and numerous volunteer reviewers from both the private and public sectors.
6. Known implementations
There is only one MoReq2 certified electronic records management product on the market, however the specifications are widely used in order to edit Requests for Proposal or to create modules of Records Management with best practices (without certification need).
