The INSPIRE reference validator solution is the tool used by EU Member States data providers to validate their resources (metadata, data sets, and services) against the requirements set by the INSPIRE Directive.
It is also a key tool for INSPIRE coordinators, both at the national and European level, to monitor the progress of INSPIRE implementation, and for software providers to make sure their solutions are aligned with INSPIRE requirements.

Recommendation 8 | Technological neutrality and data portability
The INSPIRE reference validator allows public administrations to test their data sets, network services and other solutions to ensure that they are INSPIRE compliant. On its own, it does not impose any technological solution.

Recommendation 9 | Technological neutrality and data portability
Production of INSPIRE-compliant solutions, which can be tested with the reference validator, helps to ensure location data portability.

Recommendation 19 | Assessment of effectiveness and efficiency
The reference validator helps to evaluate the effectiveness and compliance of various location datasets and services against the INSPIRE Directive. The INSPIRE data specifications were drawn up, taking into account factors such as potential use cases, proportionality and balance between costs and benefits.
