The Baden-Wuerttemberg Service Portal (www.service-bw.de) is a central access portal to enable citizens, companies and administrations to easily find information. It is the central component of the state's e-government architecture and a basic version of it went online in 2003. The Service Portal represents the joint state and municipal platform for the electronic handling of processes for the state and municipalities. This knowledge basis acts as the source for the Service Centre for the standardized public administration customer service number 115. Baden-Wuerttemberg has modernized the new portal by the use of innovative technology and functionality combined with an attractive user interface to ensure that it will meet users' requirements for a modern e-government platform in the long term. It has the aim of providing all users with the full breadth of functionality – on mobile devices as well.
The ministry of the interior is responsible for the solution and its continuous refinement. The other departments are responsible for the contents regarding their concerns. The local authorities, public agencies and other public bodies are responsible for their data like address, opening hours and contact persons.
We provide standard information, forms and processes for government services. All municipalities in Baden-Wuerttemberg can use and adapt these contents and building blocks on their local Website.
We provide content and building blocks for e-government-services and share them with our stakeholders. With the central provision of these services we save taxpayers' money, time and resources in our administrations.
The solution is reused by 600 local municipalities to enrich their local websites (e.g. the cities of Karlsruhe, Freiburg, Heidelberg).
The solution is continuously under maintenance and support. The ministry has budget and contract for other 5 years to develop and maintain the solution. The portal is supported by the cabinet office of Baden-Wuerttemberg.
We provide a user help desk to support all citizens, authorities and public bodies. We have a cooperation with the Land Saxony, in which we share some building blocks of the portal.
Technology:
The solution is based on open source Frameworks e.g. Java JDK, Apache Tomcat, Activity, MySQL... It is a microservice-based architecture for a service-orientated portal, REST and SOAP web services.
