Autoreg is an important project for the Norwegian government's renewal program of the public sector and also for the Traffic Department's program for increased efficency. Autoreg has saved substantial amount of manual work and time, and increased service levels and hours for both the car-dealers and public administration. Where the car-dealers before had to physically queue up at the traffic service office, they can now just launch a browser and do the registration process whenever they want. A key enabler for this service is online banking payment services integrated in the same process. Autoreg provides the following services: registration of new vehicles, re-registration and change of ownership of used vehicles, assigning Vehicle Registration Number, online payment of taxes.

Autoreg is an important part to both the Norwegian government's eNorway renewal program for the public sector, and the NPRA Traffic department's efficiency improvement program. Autoreg is also a key component in the renewal of the driver license and vehicle register, a large project going on until 2009. Autoreg will also, when made available for citizens, ease the private registration of used cars. Especially this will simplify the process for people who want to buy cars abroad and import them to Norway.Description of target users and groups
The target group is all car dealers in Norway, whenever they want to register a new car or change ownership of any vehicle. In the future, all citizens in Norway with eID will be able to use Autoreg for the re-registration of cars and to pay taxes related to this operation.Description of the way to implement the initiative
There were two main objectives for making Autoreg. First, it was to make NPRA more efficient. When the project started, the business processes was about the same as 10-20 years earlier. Autoreg was the first application to change business processes at traffic services offices. Second, it intends to provide better services for our customers. This way car dealers can register vehicles whenever they want and organise the work the way they want. Car dealers no longer have to line up at traffic services offices. They can spend their time with their customers. To achieve this, the NPRA has entered partnership with IBM Norway, the banks Nordea and DNB and the Directorate of Customs and Excise. NPRA has also worked together with insurance companies and importers of vehicles to be able to make Autoreg come true.Main results, benefits and impacts
Autoreg is a real proven eGovernment success and exceptional because with simple user interaction it has simpilfied business processes, achieved cost savings and increased customer service. Autoreg saves time spent on vehicle registration and payment of taxes between NPRA, Car dealers, Banks and the Directorate of Customs and Excise in Norway. The Autoreg project has integrated payment solutions in online public services. These are not Credit card solutions, but use technologies like "internet invoice" and online payment solutions. The reason for this is that public offices in Norway do not accept credit cards. By automating the registration process, it has eliminated a large part of the workload connected to and time spent on vehicle registration. This applies both to clerks working in traffic services offices and the car dealers. In 2004 the Autoreg solution were used by approx. 600 dealers, and 60% of all vehicles were registered in Autoreg. Concrete savings at that time were MNOK 10. Today approximately 900 different car dealers use Autoreg. This is 60% of todays target group, with the potential for 1500.Return on investment
