Prof. Dr. Ines Mergel is full professor of public administration at the University of Konstanz (DE). She published in

the field of digital government and public sector innovation on topics such as digital transformation, digital service teams, open innovation, and agile government. Her most recent work includes institutional and individual per-requisites of IT governance, such as digital competences. She is a Fellow of the National Academy of Public Administration (USA).
