Government Data Warehouse (GDW) enables easy access to accurate, consistent and integrated government data for better and faster decision making and for statistical purposes. The Government Data Warehouse is a single cohesive database with a subject-centric approach, and provides a consolidated view of Civil Service data, optimized for reporting and analysis. In particular, the data warehouse contains selective transactions and inter-related information from various Government Information Systems, specifically structured for dynamic queries and analytics. GDW enables the further analysis of this data and the calculation of key performance indicators for better decision making processes and for improving the quality of the services provided within the public service and eventually to the public (resulting to higher government productivity, economic prosperity and better social justice).
Objective and Results
The strategic rationale for the project is that the Government of Cyprus obtains benefits for society from the consolidation of information into a consistent single view for analysis, from its existing and planned operational systems.
The key results of the Project are:
- Cost reduction in data warehouse functionality – To ensure that the Government Organizations do not need to develop their own solutions for data warehouse facilities but to make use of the GDW common cross-government services.
- Ability to deliver data warehouse centric services – To provide the infrastructure that enables integrated services. That is, to enable focused services to be developed, regardless of the number of Government Organizations that are involved in the process.
- Data consolidation – To minimize and finally eliminate (gradually over time) the expensive duplication of information, which is present today in multiple legacy applications.
- Administrative cost reduction – To reduce the Civil Service running costs by delivering integrated Data Warehouse services as integrated processes reduce overhead throughout government.
- Directive on the re-use of public sector information – The public sector bodies should enhance re-use of their information resources. Practical tools that make it easier to find the material available for re-use shall be provided by Member States.
- Data Protection - Through GDW, data protection is enhanced as only authorized users have access to restricted data.
The benefits expected for the Society from the operation of the GDW and its further extension. Citizens will be the beneficiaries of the outcomes that result from the new policies formulated by the Government. Through the analysis we can built a proactive government for the society, “ready in advance”, for solving specific issues, due to the ability of automating prediction of trends through the collection of data from a single database. The analysis of large volumes of historical data can enhance the efforts of the government to solve “problematic areas” in the future.
