In addition, can they also (re-) distribute it to anyone?

Such distribution must be without restriction / discrimination (i.e. "only for non commercial purpose" or "only in my country")?

  • Yes: continue (subsequent questions)
  • No: In such case you are outside the scope of open source distribution.  OSS distribution is not only based on "sharing code" but also on the right to distribute it without restriction. 
    You can adopt any other licence or invent your own proprietary licence. 
    Please note that - even modified by the creation of a derivative -  the code of specific components of your program (those licensed under LGPL or MPL) will stay distributed under their primary licence.
