Outcomes of the second meeting of the Interoperable Europe Board

After its first meeting at the end of 2024, the second meeting of the Interoperable Europe Board marked another key milestone in implementing the Interoperable Europe Act and advancing interoperability across the European Union.  

Held on 20 May 2025 at the Polish Ministry of Digital Affairs in Warsaw, this meeting was the first ever hosted by the Presidency of the Council of the EU, reflecting the growing political commitment to cooperation at the highest level.  

During the meeting, the Board had strategic exchanges on Member States’ top priorities.  

Two of these priorities are: 

  • The creation of a Single European GovTech Market: advancing public-private cooperation to develop and scale technology-based innovations that improve public service delivery across the Union.
  • The operational rules for interoperability regulatory sandboxes: controlled test environments for the development and testing of innovative solutions before such solutions are integrated in the network and information systems of the public sector.

Two main concrete actions were taken on: 

  • The launch of the consultation on the Interoperable Europe Agenda. This Agenda is a strategic roadmap that translates the vision for cross-border interoperability cooperation into concrete actions. The consultation will be launched via the Interoperable Europe Portal in early June.
     
  • Adoption of labelling criteria for  ‘Interoperable Europe solutions’ by agreeing on the set of criteria that the latter have to meet. These are practical solutions (such as software; tools, services, frameworks, among others) that enhance interoperability between and within public administrations in a decentralised way. 

The Board also reviewed and provided feedback on the Board’s Work Programme. This work programme was developed in tandem with the Steering Board and is based on the results of a survey among Member States in which they identified their priorities to enhance interoperability. 

The Board will reconvene on 4 December 2025 in Brussels.
