The European Commission has published a draft implementing act regarding the rules for interoperability regulatory sandboxes. Public administrators, academia, businesses, and citizens in the EU now have the opportunity to shape these rules by providing their feedback until 13 march 2025.
The Interoperable Europe Act, which came into force in April 2024, contains multiple provisions on ‘interoperability regulatory sandboxes’. These provisions constitute a key pillar of the Act, aimed at strengthening innovation and policy support.
Interoperability regulatory sandboxes are controlled environments to generate insights on regulating innovative interoperability solutions that support cross-border data flows between European digital public services. They allow for regulatory learning regarding the development, training, testing and validation of these innovative solutions .
The goal of this public consultation is to give interested stakeholders a chance to express their views on the draft implementing act. A wide range of topics in the field of the establishment and operation of regulatory sandboxes is covered: the establishment and renewal of a sandbox, rules regarding transparency, the admission of sandbox participants, the rights and obligations of these participants, risk management, etc.

The definitive adoption of the implementing act is foreseen to be published during the second quarter of 2025.
