Budget Strategic Planning: budget and cost control. Easy is an ERP specifically implemented for entities that need to authorise and control in advance new commitments and costs. It is particularly suitable for health authorities, universities and private-law foundations with total public participation. Authorisation checks on the budget in the course of the financial year are carried out by recording Budget Commitments and Findings, which are generated automatically in Easy when administrative documents requiring a certain share of the budget to be set aside; for example, an order to a supplier, a contract for occasional services, a mission, etc. In saving each document, Easy carries out a check on the available annual and multiannual budget and blocks (depending on the rules based on the needs of the institution) any rescue, should the availability prove insufficient. Any amendment to a document automatically generates changes to the Commitments or Budget Findings. In Easy, the management of the Economic and Heritage Accounts is particularly straightforward from the point of view of the user, since the generation of double entry entries takes place automatically when an administrative document is saved. The user should only be careful to indicate in the document that he is recording the EP’s most appropriate cause of action in relation to the nature of the purchase, sale or transaction he is carrying out. Thanks to prior upstream configurations, the double entry will be generated automatically. In Easy, there is an official report on the Economic and Heritage Accounts (Economic Account, Heritage State – le, Financial Statement, Inventory Book); A number of unofficial export printouts and procedures are also available, which facilitate and support the regular checks and monitoring carried out by the offices concerned. Analitica Accounting In Easy, analytical accounting is already inherent in the management of the budget based on two dimensions: the analytical accounting centre, referred to as the UPB, and the budget item. It will therefore be possible to obtain, for each UPB and \ o each branch of UPB, a multiannual economic and authorised investment budget, an economic account and a balance sheet, etc. It is possible to draw up plans for cost accounting accounts, each hierarchical and at different levels, which can be freely defined. Easy’s accounting documents (Fatture, Liability Contract, Compenso, Budget Commitment, etc.) may be recorded on Easy’s account (s) of the analytical accounts drawn up in advance. Financial accounting In Easy it is possible to manage the authorising financial accounts and all related reporting. It is an integrated module that is independent of the other modules and the activation of which is not mandatory. Financial accounting may be alternative or contemporaneous to the authorising budget. The financial accounting model implemented is still part of Decree-Law No 118 and subsequent bookings. Electronic invoice and replacement storage The receipt of electronic invoices and related notifications from the Interchange System is managed in Easy by a fully automated service which receives and collects in a table the purchase invoices received on the SDI. In Easy, it is also possible to issue active electronic invoices and generate the XML file in the format established by the trace of the interchange system. This file is registered and automatically sent to the SDI. The electronic invoice management service is fully integrated with the Aruba DocFly service for statutory replacement storage. The process is fully automated to relieve operators of the possibility to commit omissions or delays in sending the data for storage Transparency Transparency ANAC EasyWeb exports such data through three procedures that can return the data in three open formats: XML, json and html. The three exports, which are fully parametric, are implemented in such a way as to facilitate integration with the Body’s section in the ‘Transparent administration’ section, responding to the need to automate the publication of the data as soon as required. Easy is able to easily produce the XML file for publication for the purposes of Act 190 according to the technical specifications. The resulting file therefore does not require any further changes by the user and can be published on the portal of each type of body for validation by ANAC. Transparency, the Information Management Module provides for full and parametric management of the reporting obligations to the Department of Public Administration. Reporting obligations include the use of IT procedures enabling the generation of an XML file. The file produced by Easy may be sent to the Department of Public Administration via the PERLA PA Credits Certification Platform website. By introducing the electronic invoice, the transfer of invoice data takes place automatically between SDI and the PCC system, so public administrations, including universities, will be required to track transactions that affect the lifecycle of debts. To this end, Easy has the functionalities that make it possible to produce, on the basis of the data entered in the accounting management, the CSV files.CSV for the maximum upload of the above operations to the PCC system. SIOPE ± Trade Debt Monitoring System In order to facilitate monitoring of the complete revenue and expenditure cycle, public authorities order receipts and payments to their treasurer or cashier exclusively by means of IT orders issued in accordance with the standard issued by AGID, through the infrastructure of the ‘SIOPE database’ managed by the Bank of Italy within the framework of the State Treasury. Pago – PA In Easy is already implementing the interface service to connect the application with several partners and a tool is in place to control expenditure capacity, for each decentralised structure, simulating in some way the management of separate current accounts. — Tax management – Periodic assessment of taxes and related payment. — Tools for managing and displaying the deductions applied and payable. — Payment of average taxes F24 EP (Public Bodies). — Generation of the consolidated E-Mens telematic file – of university. — Generation of the electronic file for the simplified 770 drafting. — Management and settlement of parasubordinate, third-party and temporary replacement fees. Preparation of the single certification of compensation of employees (CUD model). — Management and liquidation of missions, in Italy and abroad, carried out by structured and unstructured staff. — Procedures for the export of payments made to structured employees to other salary software for a subsequent adjustment. Warehouse The warehouse module makes it possible to implement stock records by providing for various functions relating to the management of loading and unloading movements, DDT management, management of stock items, management of unpaid quantities and quantities of stocks. The form is supplemented by the VAT form for the management of accompanying and deferred invoices and the financial form for ordering the settlement of supply orders. The warehouse form provides for a system of priority reservations, based on the order of arrival. A reservation relates to a warehouse, and one or more items, and it is possible to specify the quantity booked. Economic Fund In Easy it is possible to manage one or more small funds. In particular, Easy makes available guided procedures that simultaneously generate payments \ receipts and double entry entries, relating to the opening, reinstatement and closure of each economic fund; it allows the computerised management of the register of operations by the Easy Economic Fund, which makes it possible to fully computerise the management of inventory assets and to automatically manage the calculation of depreciation. For assets purchased against a capital loan, it is possible to store in Easy the information of the Contribution received and to automatically manage the opening and consumption of Risks payable. The heritage module also manages the accounting for gifts with and without restriction. The Heritage Form offers a complete Reporter and all the printouts and export procedures relevant to the verification and monitoring of the consistency of the records carried out. Easy web forms have a web interface, accessed with the appropriate credentials, from any networking location, without the need to install Easy on their PC. For example, a teacher can consult the accounting status of his/her funds (and only his/her own funds), accessing Easy web conveniently from his/her home. Or a researcher can enter a Mission Request in Easy web, without necessarily going to the administrative offices; It is also possible to enter Budget Change Requests and Financial Budget Variation Requests via the web.
