The financial accounts contain information to ensure prior, concurrent and final checks on the proper use of resources and compliance with the constraints formulated in the forecast (authorisation logic), as well as ensuring that financial equilibrium (balanced budget) is maintained. Three distinct stages can be distinguished in this respect: the forecasting, management and reporting phase. The task of the forecast phase is to transpose the guidelines of the political bodies into expenditure and revenue forecasts while maintaining the budgetary balance; it is characterised by its authorising character in that it determines the limits on expenditure commitments for the following financial year. The management phase is characterised by the recording of administrative facts (so-called ‘budgetary management’), which is standardised and closely bound by the procedure to be followed for the payment of expenditure and the collection of revenue (revenue and expenditure stages). The purpose of reporting is to represent the results of the management; this is an outturn survey that puts the results obtained during the management phase into the system and allows them to be compared with the indications resulting from the preventive phase.
