The service is aimed at businesses, freelancers, intermediaries and
General Government.

Partial exemption is an institution governed by Article 5 (3) of the
Law No 68 of 12 March 1999 ‘Standards for the right to work of disabled persons’; and
Ministry of Labour Decree No 357 of 7 July 2000:

‘... private employers and economic public bodies who, for the
special conditions of their activity, they cannot cover the whole of their activities
percentage of people with disabilities may, on request, be partially
who are exempt from the obligation to recruit, provided that they pay to
Regional Fund for the Employment of People with Disabilities referred to in Article 14 a
exempt contribution for each unit not hired...’.

‘Special operating conditions’ means the presence of at least one
the following conditions:

— the difficulty of the work required;

— hazard inherent to the type of activity, including from
the environmental conditions under which the activity is carried out;

— particular way of working.

Partial exemption may be granted up to the percentage rate
maximum of 60 % of the reserve quota, in relation to the characteristics
business activity.

Authorisation for partial exemption is granted on a fixed-term basis.
requires the payment of a contribution of EUR 39,21 (Ministerial Decree
of 30/09/2021) for each working day and for every person with disabilities
employed.

Since June 2017, the Piedmont Region has been the competent administration of
procedure for granting the exemption referred to in Article 5 (3)
of Law No 68 of 12 March 1999.

The main functionalities are:

— Submit the annual declaration for payment of the
exemption contribution Article 5 of Law No 68/99:

— Role management: legal representative, delegate, employment adviser,
responsible/authorised staff, P.A.

— Manage a Declaration and its states: DRAFT, ACCEPTED, MODIFIED, AUTHORISED, NOT AUTHORISED, DELETED, CANCELLED.

— Check the summary of amounts to be paid.

— Enable the monitoring of payments.
