The ultimate objective of the benefit-analysis model
digitalisation is to provide the various Directorates involved with indicators of
summary on a uniform basis of calculation of the benefits arising from
initiatives implemented.
The structure of the model allows for a two-fold assessment:
— Assessments of potential ex-ante benefit (theoretical benefit)
— Ex-post ex-post evaluation of the benefits obtained (monitoring)

The model is structured around 3 simple process steps:
1.Identification of digitally impacted assets
2.Mapping of processes in analogue and digital variants
3.Calculation of benefits according to defined summary indicators

Quantification of the benefits of digitalisation is summarised
in 6 indicators, of which 3 relate to the PA and 3 to the citizen, to show
the dual effect of digitalisation in terms of efficiency
the organisational structure of the PA and improvement of the level of
service offered to the citizen.

The template is structured in the following 4 sections:
New Digital Project:table with description
the digital initiative the benefits of which are intended to be measured, including
identification of the most impactful macro-activities
— Collection of inputs:tabular showing the mapping of pre- and pre-process processes
post-introduction of the digital solution, including volumes of activities
and related timelines
— Results:tab where benefits can be consolidated according to summary KPIs
as defined by the model
— Parameters for analysis: back-up tab to indicate some
key indicators underlying the model
