Administrative Litigation System
Description
The Administrative Disputes System (CONAM) allows for the administration of administrative penalty procedures for matters falling within regional competence. For minor unpaid assessment reports sent by the investigating bodies to the Region, the system allows for the creation of the relevant files to be examined, the management of the preliminary phase of administrative litigation, the issuing of the final decision to close or order, voluntary and enforced recovery.
The application shall include the following macro-functionalities:
— * * file management * * includes the functionalities necessary to create the digitised record file: — Obtaining the inspection report and all the annexes produced by the investigating body which caused the infringement. — Inclusion of data describing the infringement committed (date, place, rule infringed, persons involved). — Registration and appeal.
— * * administrative litigation management * * includes the functionalities necessary to increase the file with the documents typical of the investigation phase produced both by investigating officials of the Legal Disputes Office and by the parties involved in the offence.
— * * management of the judicial phase * * includes the functionalities necessary to increase the file with the documents typical of the judicial phase, in particular the acquisition of documents from court registrars and the preparation of defence documents. The management of the judicial phase also includes the management of the hearing schedule.
— * * collection * * includes the functionalities for preparing the payment reminder for an outstanding order order before it is entered in the cargo to be sent to the collection agent. In the event of persistent arrears, it includes the functions for preparing the debt with the debtors, and the related debts, for the collection agent, who will have to proceed with the issue of the tax order.
— * * payment management * * includes the functionalities for reconciling the payments of the report, the order for payment, the instalments and the preparation of the instalment plans of the order for payment.
— * * utility standards * * include the functionalities for inserting and amending the handbook of rules over which the Region has the power to impose penalties if infringed.
— * * past management * * includes funzonality for the acquisition in CONAM of documents defined as historical in order to continue the penalty procedure within the application.
