Francisco García Morán holds a degree in Mathematics from the University of

Joined the EC in November 1986, and worked in the IT area, first at the Informatics Directorate and then at the Directorate-General for Translation holding IT management jobs. In 2001, he was appointed Director of Informatics at the Directorate-General for Personnel and Administration and responsible for setting-up the DG Informatics in 2004 of which he was appointed Director General in 2005.
In March 1st , 2013 he became the European Commission's Chief IT Advisor. He advised the European Commission's General Directorates, the other EU Institutions and EU public administrations and worldwide on digital related matters. He was representative of the EC in the Board of ENISA , member of World Bank's High Level E Transformation Group. Supervised the CERT-EU, chaired the EU Inter-institutional ICT Committee, member of IT Architecture Committee of the ECB and the IT Advisory Board of the EBRD.
He spent the academic year 2014-2015 at UC Berkeley carrying out research on "Coproduction: How citizens and the Civil Society can help public administrations to deliver more and better digital public services" and he continues doing research on the subject.
In 2010 he was awarded by the King of Spain the Order of Civil Merit for his professional merits and career.
