With the exception of categories (see Section 8.1), it is not said whether instances of mandatory classes must have a URI.
Is this intentional? I mean, such class instances can be represented as blank nodes?
Considering existing data catalogues, this option should be supported.

The WG did not agree with the proposed resolution in the meeting on 18 July 2013, see report at https://joinup.ec.europa.eu/document/dcat-application-profile-wg-virtual-meeting-2013-07-18. Instead, it was decided to add a sentence to section 11.1 to encourage assignment of URIs to all instances.
