As a solution for when people *must* include a license, openorg defines

http://purl.org/openorg/NoLicenseDefined

as a way to explicitly say you don't have a formal license. It provides a gentle work around for edge cases, but it shouldn't be confused with the license being unknown. Only the data-owner can assert it.
