Distributions can have a dct:license, but not Datasets. It is on purpose?

Well, then I will re-phrase my comment. I'm not suggesting that dcat:Distribution should not have a license. I'm suggesting that dcat:Dataset can be provided with a license, possibly. This doesn't break compatibility with DCAT.
And actually that's a good opportunity to solve a DCAT problem. Honestly I don't understand why DCAT handles licenses this way. There might have been a decision somewhere on why license are inappropriate for dcat:Dataset. But in which case it would be useful to say it, as it's not in the DCAT doc. I've looked at issue PR-9 and honestly don't understand why option 2 has not been chosen there. Inference is mentioned, but option 2 didn't per se require inference, as far as I can tell.

Analysis: The usage in DCAT-AP is in line with DCAT.
