We found that in ISO-19115 dct:rights and dct:license are properties of Dataset in stead of Distribution, which is simpler and in almost all cases also accurate.

Proposed solution
- Move dct:license from Distribution to Dataset; or
- Add optional property dct:license to Dataset, to apply to all Distributuons of the dataset

This would break compliance with DCAT.
Note that the second proposed solution won't be breaking any compliance.
It might not break the formal compliance with DCAT -- you can always add properties -- but it would require an inference that a licence on the level of the Dataset applies to all its Distributions, which is not part of the DCAT approach and would not be understood by other DCAT implementations.
I think we are focusing here on the DCAT-AP, where several things are already not part of the DCAT approach. So, some part of DCAT-AP not being understood by DCAT implementations (but being understood by DCAT-AP ones instead) shouldn't be IMO an exclusion criteria as well.
