The lack of theme/ category will reduce, if not nullify, the interoperability of the dataset.

Consideration

In earlier discussions, theme/category was moved from mandatory to recommended between draft 1 and draft 2.

 

Proposed resolution

Do not make theme/category mandatory as the conclusion of earlier discussions was that this may place unrealistic requirements on existing catalogues.

 

Proposed action

No change to the specification.
