Lyubo Blagoev has raised the Bulgarian case where there is a distinction between simple and complex public services. This can nbe handled in various ways:
- the Service Bundle concept is sufficient;
- the requires relationship between one Public Service and another is enough (noting the presence of the Rule class);
- the model is insufficient and the Bulagrian case is such that we should extend the CPSV to include it;
- the modle is insifficient and the Bulgarian case provides an excellent opportunity to present an example of a CPSV Profile that includes an extension
- another solution.

It is important that the CPSV can be used across Europe and the Bulgarian case may lead to a country-specific extension - which is expected to be necessary in several countries.
