Lyubo Blagoev has raised the Bulgarian case where there is a distinction between simple and complex public services. This can nbe handled in various ways:

• the Service Bundle concept is sufficient;
• the requires relationship between one Public Service and another is enough (noting the presence of the Rule class);
• the model is insufficient and the Bulagrian case is such that we should extend the CPSV to include it;
• the modle is insifficient and the Bulgarian case provides an excellent opportunity to present an example of a CPSV Profile that includes an extension
• another solution.
