Description

This issue was raised by Ignacio Serrano through the CPSV-AP mailing list:

Is property "Spatial" really mandatory ([1..1])? If I am not wrong, the ATU Named Authority List doesn't implement municipalities for most countries, so this property cannot be used for describing local public organisations. Moreover, in the example of section 5.6, this property is not set.

The CPSV-AP proposes to use the Name Authority List as controlled vocabulary for the property Spatial, not mandatory. What the CPSV-AP specifies as mandatory is the property Spatial, but not the usage of the Name Authority List as controlled vocabulary. Therefore, any other list of values could be used for this property.

Regarding the example, thank you for the remark. We will have a look at it and update it in the new version of the CPSV-AP.
