Formal Organisation - addition of the class

Description

During the second webinar the issue was raised that the responsible organisation for providing a "Public Service" (Competent Authority) is not always a "Public Organisation", but can also be a "Legal" Entity" or another type of organisation not entirely meeting the definition of a "Legal Entity" nor "Public Organisation" (for instance a Chamber of Commerce).

Proposed solution

The "Formal Organisation" class has been added to the model. This class comes from W3C's Organization Ontology and is a superclass of both "Public Organisation" and "Legal Entity". "Formal Organisation" is a subclass of "Agent".

A "Public Service" can be provided by ("Is Competent Authority Of") by any type of "Formal Organisation", being a "Legal Entity", a "Public Organisation" or any other type of organisation meeting the definition of a "Formal Organisation":

"An Organization which is recognized in the world at large, in particular in legal jurisdictions, with associated rights and responsibilities. Examples include a corporation, charity, government or church."
