Estonia and Italy have added a property to their model for indicating the status a Public Service might be in, for instance:

Additionally, in CPSV-AP_IT a property has been added to the Public Service class to indicate the level of digitisation of the Public Service. This property is called interactivityLevel
.

IMO, the status property sounds as if it should be included, however, the level of digitisation (interactivityLevel) seems too ill-defined for a cross-border vocabulary.
I have added a Status property to the Public Service class.
The status sounds as a local extension for internal use. You're not going to share information about services that are not active with other member states. I wouldn't add this to a core vocabulary.
For the digitisation issue I've kind of the same opinion. It might be relevant for the policy to monitor the level in which PS's are digitised, but in terms of interoperability and citizen-centric this seems far-stretched to be suitable for a core voc.
The meeting of 24/5/16 resolved to include the optional status property, and not to include interactivityLevel.
