Several Member States will be collaborating in the context of a Working Group on defining a common data model for describing key generic business events and public services, with a particular focus on the Points of Single Contact. This common data model will be an application profile of the ISA Core Public Service Vocabulary.
The electronic Points of Single Contacts (PSC) established by the EU Member States in the context of the Services Directive face several problems. These different platforms, often within the same country, lack integration, the same public services are described several times on different locations and information is represented in different ways and following different formalisms. Additionally, the information on the PSCs is often not organised in user-centric ways.
In an attempt to improve the operation of PSCs by treating some of the problems, ISA Action 1.3 Catalogue of Services initiated a Working Group, jointly supported by two Directorates-General of the European Commission, DG DIGIT and DG MARKT, to define a common data model for describing key generic business events (KGBEs) and public services. This common data model will be an application profile of the ISA Core Public Service Vocabulary (CPSV-AP).
What benefits will the CPSV-AP bring?
The use of the CPSV-AP for describing KGBEs and public services will benefits both European public administrations and business.
For public administrations, using the CPSV-AP enables:
- Interoperable exchange of information between PSCs and public service providers, by mapping different data models used in the Member States to describe KGBEs and public services to a common data model;
- Reusable machine-readable descriptions of public services and KGBEs, thus enabling those to be described only once and those descriptions to be shared between all stakeholders;
- Providing information on public services in a user-centric way, grouped logically under KGBEs;
- Improving the quality of information provided to users;
- Saving costs and reducing administrative burden.
If the CPSV-AP is used by public administrations, it will also bring benefits from the businesses point-of-view:
- It will lower the administrative burden for businesses, while also improving their access to and experience of digital public services;
- It will improve the efficiency and lower costs for businesses in taking care of administrative procedures; and
- It will improve their perception of public administration.
How will the CPSV-AP be developed?
The CPSV-AP is a joint initiative of two Directorates-General of the European Commission DG DIGIT (under ISA Action 1.3 - Catalogue of Services) and DG MARKT. It will be developed by a Working Group which will be comprised by representatives of Member States from the EUGO network and the European Commission. The following Member States have confirmed their participation: Austria, Estonia, Finland, Greece, Latvia, Lithuania and Spain.
The first meeting of the Working Group will take place on 3 November 2014. The minutes of this meeting will be made publicly available on Joinup.
