In April 2023 the updated version of the Guidelines on Access to Base Registries (v3.00) was made publicly available. This document is one of the knowledge sharing resources of the Semantic Interoperability Community (SEMIC) and aims at fostering interoperability and interconnectivity of Base Registries amongst EU Member States.
As part of this review, the previous version (v2.00) was updated and aligned with the current existing SEMIC Toolkit, while the structure and design of the document have been modified to improve its readability.
What is the scope of this document?
The Guidelines on Access to Base Registries are intended to:
- discuss main aspects and challenges that may hinder the interconnection and interoperability of base registries at national and cross-border level;
- provide recommendations for the successful and sustainable development of base registries interconnections;
- share good practice examples on solutions adopted across Member States for effective cross-border and cross-sector interoperability.
What do the updated Guidelines on Access to Base Registries look like?
The document is structured in four thematic chapters, according to the European Interoperability Framework (EIF). The four themes are legal interoperability, organisational interoperability, semantic interoperability and technical interoperability. In total, the document includes 33 guidelines for base registries interconnection and contains a wide range of inspirational case examples and best practices for specific guidelines.

These guidelines can be interesting for a variety of audience, but in particular for people in business and policy, who might be interested in having a full picture of base registries interconnectivity before discussing implementation plans with the implementation teams.
