On 9 and 10 March 2023, our colleagues from Romania hosted the SEMIC Team in Bucharest to exchange good practices and learn from each other on various interoperability topics. The National Interoperability Framework Observatory (NIFO) and the proposal for the Interoperable Europe Act were also presented and discussed. In this context, Romania also brought forward their National Interoperability Framework to the audience.
The first day was kicked off with a presentation from Cosmin Nicolescu, Sabin Sarmas and Marius Posa on the status of Romania’s eGovernment activities. Several initiatives such as a governmental cloud platform, the Single Sign On project, the Single Digital Gateway and diverse Base Registries were presented by the respective Romanian representatives. The SEMIC team delivered a comprehensive presentation about the SEMIC service offering, Base Registries and how to interconnect them, engaging in fruitful discussions with the Romanian administrations. The last session of the day focused on the Data Governance Act and Personal Data Spaces, presented by Leontina Sandu and Seth van Hooland, respectively.
The second day started with an introduction to the Romanian National Interoperability Framework, followed by a presentation by the Head of DG DIGIT’s Interoperability Unit, Leontina Sandu, about the Interoperable Europe Act. The audience shared its reflections and exchanged good practices about both initiatives. Finally, Claudia Oliveira (European Commission) presented NIFO and the results achieved by Romania, providing useful insights on what the NIFO means for Romania and how the Romanian government can further develop their interoperability roadmap.
The event provided a unique opportunity for the different ministries to connect with each other in collaboration with the SEMIC team. The exchanges during the Romanian roadshow resulted in concrete action points, including the establishment of contact points for communication, the interconnection of Base Registries at national level, the identification of success stories, and the usage of Core Vocabularies by Romania. Furthermore, we exchanged best practices on the implementation of data models and governance frameworks. The discussion also focused on the key challenges faced by the different ministries, particularly the legal framework in which they operate as well as the internal governance and data flows between Base Registries. To tackle these difficulties, SEMIC shared different best practices from other Base Registry implementations in Europe, specifications that could support Romania’s needs in different registries, concrete solutions and existing assets to support the Romanian teams further.
