SEMIC under ISA Action 1.1 is moving forward to phase 7. We are discussing in this news item the main objectives of the new specific contract:
To identify and develop new core vocabularies and/or extensions of existing vocabularies or other specifications for structural metadata with the active engagement of relevant stakeholders and EU services with expertise in the respective areas. We have already identified the following new core vocabularies and specifications:
- Core Vocabulary for Criterion and Evidence, in collaboration with DG GROW.
- StatDCAT-AP specification, in collaboration with ESTAT, the Publications Office and CNECT.
- Core Public Organisation, in collaboration with the Publications Office.
- Revision of ADMS.
To identify and develop new operational collaborative pilots on using the ISA Core Vocabularies and/or other specifications developed by ISA, covering more than one of the Core Vocabularies and involving more than one Member States and/or EU Institutions. We have already identified the following new operational collaborative pilots:
- Support the development of a new operational collaborative pilot, under the coordination of DG EMPL, for the annotation of qualifications as provided by European education and training organisations.
- Provide consultancy support to DG DIGIT in order to ensure that the modelling will be based on the Core Business vocabulary, i.e. an extension of it. The ISA methodology for reaching semantic agreements will be used for organising the work.
- Provide support to the Publications Office with the development of Vocbench 3.0.
To evaluate the use of existing pilots and to monitor real-life implementations of ISA 1.1 specifications, ensuring that they will continue be accessible online.
To provide support to DG FISMA regarding financial data standardisation and the cost for financial institutes of non-compliance to those standards.
To support the implementation of the revised PSI Directive by developing implementation guidelines for the DCAT-AP.
To develop a comprehensive view of the EU legislative environment concerning technological implementations which are ongoing or under design. In this vein, we will keep providing operational support to the Common Vocabulary subgroup of the Interinstitutional Formats Committee (IFC) to develop the Common Vocabulary specification.
To maintain and support the international Community of Practice (CoP) for core data models and reference data for public administrations and co-develop reusable frameworks, specifications and/or tools.
To raise awareness on semantic interoperability amongst the Member States and the European Commission.by performing the following activities:
- Organising and promoting the SEMIC Conference 2016.
- Representing ISA Action 1.1 in relevant events, conferences and publications (e.g. Manage IT 2015 International program).
- Publishing news regarding SEMIC outcomes on Joinup, on LinkedIn and on Twitter.
